Advanced Cooling Challenge

The transportation sector accounts for nearly one-quarter of global greenhouse gas (GHG) emissions. The EV30@30 Campaign aims to help realise the multiple benefits offered by electric mobility for innovation, economic and industrial development, energy security, and reduction of local air pollution. It sets an ambitious target for electric vehicle (EV) sales that, combined with decarbonisation of the power sector, will keep the world on track to meet our shared climate goals for 2050, while improving the quality of life for urban residents.

The Goal

The EV30@30 campaign redefines the ambition of the CEM's Electric Vehicles Initiative (EVI), setting the objective to reach a 30% sales share for EVs by 2030. This will be the benchmark against which progress achieved by all members of the EVI will be measured (i.e., total electric vehicle sales in all EVI countries / total vehicle sales in all EVI countries) and can be met through targets that differ across modes and jurisdictions.

The Opportunity

The EV30@30 campaign aims to gather commitments from governments in accordance with their priorities and programs; calls for the participation of additional governments in EVI activities; seeks the engagement of local authorities, the mobilisation of the private sector, and the involvement of civil society; and welcomes the support of philanthropy to develop its implementing actions. Commitments may include pledges for EV procurement, consumer awareness campaigns, establishing EV-friendly policy mechanisms, expanding vehicle charging networks, funding policy-relevant research and analysis, and more.

For example:

  • Governments can pledge to implement supportive policies such as tax incentives and promote charging infrastructure.
  • Businesses can commit to increasing EV uptake in company and supplier fleets.
  • The public and private sectors can agree to share information on successful strategies for raising consumer awareness of the benefits of EVs.
  • Associations can contribute to expanded research and analysis to promote accelerated learning among stakeholder groups.
  • Companies such as charging station providers can contribute to infrastructure deployment.
  • Organisations can provide in-kind support through the Clean Energy Solutions Center’s Ask-An-Expert Service, providing expertise in the policy, regulatory, and technical challenges involved in EV and EV infrastructure deployment.
  • Cities can share case studies, build connections, and support EV adoption projects by breaking policy barriers and establishing city-city exchange.

The EV30@30 Campaign builds on work taking place through CEM’s Electric Vehicles Initiative and supporting governments and organisations.

Why It's Needed

To enhance energy security. Wide-scale EV adoption will significantly reduce dependence on petroleum, thanks to electric vehicles’ reliance on the wide mix of primary energy sources used in power generation. Promoting the coordinated development of EVs and greater generation of electricity from renewable resources such as wind and solar can maximise the emissions reductions from EVs, enabling EVs to charge using clean, renewable electricity rather than thermal electricity. 

To lower emissions and provide major contributions to keep the world on track to meet shared climate goals. Limiting the global temperature increase to below 2 degrees Celsius requires changing the current transport emissions trajectory, which involves the development of an integrated electro-mobility ecosystem. Electrifying the transportation sector could reduce greenhouse gas emissions by as much as 77% by 2050, and higher EV adoption could add an additional 7%–10% reduction.

To support the uptake of clean electricity. Thanks to their storage capacity, EVs could help enable greater use of variable renewables in electricity production.

To boost economic and industrial competitiveness. As one of the most innovative clusters for the automotive sector, electric mobility can enhance economic and industrial competitiveness, attracting investments, especially in countries with a large potential for significant market uptake.

To establish policy that fosters a robust market, opening opportunities for vehicle manufacturers. Ensuring that electrification occurs quickly and cost-effectively will require substantial policy support that takes into account the complex interplay between different support mechanisms, the vehicle market, and infrastructure investments. 

To improve citizens’ quality of life, especially in major cities. EVs can reduce local air pollutants, improve air quality, and lessen noise pollution. The campaign contributes to cooperative programs and supportive policies to encourage EV use in the public and private sectors. 

 

Recognition

The campaign will recognise high-level commitments to help increase EV adoption:

  • At the eighth Clean Energy Ministerial (CEM8) meeting in Beijing, China, on June 6–8, 2017.
  • At other high-profile events over the coming year.
  • At the ninth Clean Energy Ministerial meeting (CEM9), to be hosted by the European Commission in 2018.

The Coalition

The campaign is open to participation from national and subnational governments, companies, nongovernmental institutions, and aligned international initiatives seeking to make a positive contribution toward global electric vehicle deployment. Coalition members will be announced at CEM8 in Beijing, China, on June 7, 2017.
