A Generalized Approach to Assessing the Rate Impacts of Net Energy Metering

This report assesses the impact of net metering on billing rates in order to determine whether they are responsible for raising prices on customers. The report focuses on solar generation and examines two potential effects of net metering on rates, demand reduction, and added administrative expense. It concludes that the additional costs are minimal and in fact, net metering may provide a benefit to non-participating customers.
