This paper is designed to (1) explain how certain policies enable utility distributed generation (DG) customers to avoid paying for the costs of critical delivery and support services that they use and (2) provide alternative approaches that fairly compensate such providers for their generation services, while also ensuring they continue to pay for the delivery and other services on which they rely.
