This paper outlines the advantages and disadvantages of the different measures of industrial energy use. It examines three criteria – reliability, feasibility, and verifiability – to provide guidance on which measures may be appropriate to use for monitoring and evaluation during the various stages and kinds of energy efficiency policies.
