Barriers to Achieving the Modern Grid

This white paper assesses the current barriers in the market and policy matrix that prevent the modernization of the electrical grid in the United States. The barriers are divided into four main categories: regulatory and legislative; culture and communication; industrial; and technical. The paper argues that the fundamental issue behind these barriers is the lack of single ownership of the grid and recommends a deployment plan that encourages strong work between stakeholders to ensure success.
