This guidebook argues that a failure to provide fair access to climate finance to all developing countries would have severe political, financial and climate change consequences. It argues that developing the capacity of low-income countries to create conditions that enable public and private investment flows to address pressing environmental problems is a key priority to finance the transition toward a low-emission climate-resilient society. The three main themes of the report are that policies do not operate in a vacuum—they must be considered case-by-case; there is need for dedicated efforts to promote synergies between development and climate finance; and using international public climate finance strategically is important.
