To achieve the goal of universal energy access by 2030, the energy sector will require a significant increase in financing from official development aid, other official flows, climate financing, and various private flows, according to the authors or this paper. They analyse development and finance policies related to the energy sector. They finds that although development finance directed to the energy sector has increased, it generally has not been directed to the countries with the lowest levels of energy access.
