Implementing Energy Efficiency Innovations: The Strategic Role of Local Utilities

In addition to the four major utilities that provide most of the electrical power in Germany, there are 700 local utilities, mostly municipal power companies. Because they are in closer contact with their customers, the local power companies have the potential to significantly impact the overall efficiency of electric power distribution through the dissemination of innovative energy efficiency technologies, such as cogeneration and distributed energy. Practical examples for implementing innovative policies and technologies are suggested.
