This report investigates the use of public-private partnerships to encourage private investment in energy efficiency projects. The report describes in detail three public-private partnership mechanisms: dedicated credit lines; risk-sharing facilities; and energy saving performance contracts. The report proposes a “policy pathway” consisting of ten critical steps in four phases.
