This report serves as groundwork for a dialogue to explore regulatory and policy mechanisms for ensuring efficiency financing initiatives provide value for society and protection for consumers. The authors identify and explore many of the emerging regulatory and practical issues that jurisdictions will need to consider when contemplating an increased reliance on financing programs as a primary program strategy.
