This report considers the future needs of policy for clean energy deployment. Based on analysis and projections by others, the authors introduce ideas for new capacity policies that will shift from capacity additions to risk reduction, policy cost minimization, grid impact minimization and greater integration in markets. The authors also look at the future of securing grid infrastructure, enhancing system flexibility and securing generation adequacy in the context of a growing share of clean energy generation.
