As underlined widely in research on governance for sustainable development, the sub-national level plays a key role in implementing sustainable development This briefing note explores the role of the sub-national level in sustainable development goals, shows good practice and provides practical ideas based on real examples. It concludes that vertical coordination and integration needs to entail both top-down top-down leadership and bottom-up steering alongside bottom-up action, engagement and ownership. It recommends policymakers apply a situational and dynamic mix (metagoverance) of key governance styles, hierarchy, market and networks.
