Melisande Liu (刘敏林), Ph.D., assumed the position of Partnerships Manager at the Clean Energy Ministerial (CEM) on February 15, 2021. In this role, she will oversee the workstreams on Interconnection, Investment & Finance, Clean Energy Solutions Center, Gender, and Empowering People. She will also serve as a focal point to the countries Argentina, Denmark, Germany, Italy, Mexico, Spain, and Portugal.
Prior to this appointment, Ms. Liu worked for six years in various positions at the German Agency for International Cooperation (GIZ) in Kyrgyzstan, China, Spain, and the Dominican Republic. In her previous role, Melisande worked for the Ministry of Environment and Natural Resources in the Dominican Republic, where she was responsible for preparing greenhouse gas inventories for the energy sector and leading various inter-ministerial working groups on clean energy, climate change, and environmental accounts. Prior to this she also served as an advisor to the Sino-German Energy Partnership in Beijing. She holds a Ph.D. in Energy Policy from the Free University of Berlin, Germany, and the Wuppertal Institute for Climate, Environment and Energy and a Master’s in Renewable Energy Management from the Albert-Ludwig University in Freiburg, Germany.
