Background

Southeast Asia (SEA) is experiencing a dynamic transformation in skills development and workforce readiness, driven by technological advancements, climate imperatives, and evolving industry needs. Governments, private sector actors, and multilateral organizations are increasingly recognizing the importance of targeted skill-building initiatives to achieve sustainable economic growth, energy transitions, and youth employment outcomes. Building on high-level discussions at the CEM16 Ministerial Meeting in Busan (Aug 2025), and the momentum of the COP30 event in Belem (Nov 2025), this webinar series seeks to provide policymakers and decision-makers with a platform for knowledge exchange on global best practices in workforce development, skill-building strategies, and regulatory approaches to support sustainable economic growth and energy transition objectives.

Objective and purpose

A coordinated approach to developing effective ‘ecosystems’ is the key to just transitions to the clean energy economy. Organization and partnerships at the community, national, and regional levels are needed in Southeast Asia to ensure upskilling and reskilling efforts are aligned with market needs and other trends, and that everyone has access to opportunities. We will showcase solutions from across Southeast Asia and globally in the areas of:

  • Cross-ministry collaborations
  • Working with TVETs and academia on green skilling
  • Engaging industry and employers
  • Leveraging regional partnerships
  • Fostering equity and quality pathways

The webinar will include a special preview of the upcoming Toolkit, Enhancing Livelihoods and Creating Workforce Readiness for Clean Energy and Sustainable Transformations in Southeast Asia, to be published by CEM and Tara Foundation in 2026.
