This report presents an overview of transportation demand management (TDM) issues and considerations. TDM is a general term for strategies that increase overall system efficiency by encouraging a shift from single-occupant vehicle (SOV) trips to non-SOV modes, or shifting auto trips out of peak periods. The report explores TDM strategies and supportive elements in detail, discussing parking management, high-occupancy travel promotion, land use and design, employer-based programs, and congestion pricing. Each of these elements combine to affect the success of TDM.
