A state’s Energy Efficiency Resource Standard (EERS) is a pivotal policy tool fostering effective energy efficiency programs with long-term utility energy savings targets. It’s also an avenue for promoting equity. This report examines successful U.S. policies, detailing strategies to enhance equity through EERS implementation. ACEEE analyzed EERS policies across 26 states and the District of Columbia to identify optimal operational and implementation practices. The report suggests strategies for achieving equity by aligning EERS goals, spending, stakeholder involvement, and outcome tracking.
