This paper outlines the evolution of government purchasing initiatives in Mexico and China. The success of China’s central government in leading its programme contrasts with the lack of results of a top-down strategy in Mexico, until it was restructured to focus on municipal-level purchasing. These case studies demonstrate the need for flexibility in designing energy-efficiency public procurement policies.
